Mrs. Rubalcaba holds Bachelor of Arts degrees in both Sociology and Critical Gender Studies from the University of California, San Diego, and a Master's degree in Special Education from National University. Mrs. Rubalcaba has been teaching at Orange Glen since 2020. Mrs. Rubalcaba is currently pursuing a PhD in Education for Social Justice at the University of San Diego.

Mrs. Rubalcaba was raised in Sonora, Mexico, and lived there until she was 16 years old. She has lived in the San Diego area since 2012. She is bicultural and bilingual.
